Major General (Rtd) Tim Cross, CBE

General Cross is a logistics expert who has dealt with numerous aid relief situations, including organising refugee camps in Macedonia and Kosovo.

Born in 1951 he was commissioned into the Army in 1971.

In 1975 he completed an in-Service degree and eight years later studied for his MSc in guided weapons at the Army Staff College at Camberley.

Serving in the Gulf as Commander Supply for 1 Armoured Division
he was promoted Colonel in late 1992. He became the first Commander Logistic Support of 3 (UK) Division in preparation for the formation of the Royal Logistic Corps in April 1993. Two years later he was promoted Brigadier and after serving in the Balkans he became Director-General Defence Supply Chain in August 2000. He has served on many overseas tours including Northern Ireland, Cyprus and the Gulf. He spent considerable time in Bosnia on two occasions with the NATO-led Implementation Force (I-For) and the Stabilisation Force (S-For). In 1999, as a Brigadier commanding 101 Logistic Brigade, he was deployed to Macedonia, Albania, and Kosovo, and was the UK Joint Force Logistic Component Commander with the security force K-For. He worked alongside the international aid community in both countries, before moving his military force into Kosovo.

In December 1999, he was awarded the CBE for his work in the area, co-ordinating NATO, UNHCR, British, French, German and Italian troops and non-governmental organisations from other nations.

General Cross is married with three children and lists his hobbies as golf, walking, reading and writing.

Tony Moore

A former senior police officer with the Metropolitan Police, Tony Moore moved into academia, eventually becoming Associate Director of the Resilience Centre at Cranfield University based within the Defence Academy of the United Kingdom.   He retired from that post in April 2009 and is now a Visiting Fellow at the University.  

During his academic career, he taught on a number of Master's degree programmes and ran crisis/disaster/ emergency management courses in Africa, Asia, the Middle-East, Central and Eastern Europe.   He specialises in leadership and decision-making in stressful situations.  

He is the co-editor of Tolley's Handbook of Disaster and Emergency Management, the 3rd edition of which was published in 2006 and is the author of Disaster and Emergency Management Systems, published by the British Standards Institution in November 2008.

A physics graduate with a PhD in the crystal chemistry of apatites, the major mineral components of bones and teeth, Eric was a lecturer in Dental Anatomy at the London Hospital Medical College (LHMC) before becoming the Director of the Civil Emergency Management Centre (CEMC) at the University of Hertfordshire (UH) until his 2003 retirement.
 
Formerly Specialist Adviser to the Defence Committee of the House of Commons he is now part-time Forensic Consultant for the International Committee of the Red Cross, lectures and providing training in Management of Human Remains, Emergency Planning and Disaster Victim Identification after disasters in many countries.
 
He was responsible for starting up and lecturing on the first Diploma in Forensic Odontology at the LHMC and transferring this course to UH.  As director of the CEMC he was responsible for starting the first MSc in Emergency Planning and Disaster Management (1996).  
 
He was a founder member of British Association for Forensic Odontology and the Institute of Emergency Management as well as being its President. He holds an honorary appointment in the Cameron Centre for Forensic Medical Science.
 
 
Eric Alley, OBE 
 
Eric Alley has been professionally engaged in Civil Protection, Emergency Planning and Disaster Management since 1949, serving five local authorities in England, and then as a Home Office, Civil Defence Adviser. He is also Honorary Vice-President of the Civil Defence Association.
 
He was Honorary General Secretary to the Association of Civil Defence and Emergency Planning Officers from 1966-1974 and Honorary Chairman from 1980-1983. He was also Honorary President of the Institute of Civil Defence and Disaster Studies from 1986-1996, and Honorary President Emeritus until its merger with the Institute of Emergency Management, in 2009.
 
Internationally he has been consultant to the United Nations, Office for the Co-ordination of Humanitarian Affairs, a Member of the College of Advisors of the International Civil Defence Organisation, with full-time attachment as Special Adviser to the Secretary General from 1974-1976. In 1990, as part-time Consultant to the European Commission, Environment, Security, Nuclear and Civil Protection, he was involved in the preparation and production of Multilingual Lexicon of Terminology of Civil Protection.
 
He directed a number of international Staff and Instructor courses in Geneva for the I.C.D.O. from 1969, and was Associate Director to the 1st Civil Defence Staff Course, Simon Bolivar University, Caracas, Venezuela, in 1975. He has taught and lectured on Civil Defence and Emergency Planning topics in Europe, United States, South Africa, and Australia, and was a member of the U.N./I.C.D.O. Civil Protection advisory missions to Lebanon, Saudi Arabia, Egypt, Nigeria, Armenia, Russian Republic, Moldova, Iran, Cyprus, and China.
 
He was awarded the Order of the British Empire (O.B.E.), in 1987, and appointed a Freeman of the City of London in 1976. He was made a Serving Brother of the Order of St. John (S.B.St.J.), in 1965; awarded the Gold Medal of the Institute of Civil Defence and Disaster Studies in 1972; the Honorary Civil Defence Medal of the former Soviet Union 1991, and awarded the International Civil Defence Medal of the International Civil Defence Organisation in 1999.

Bill Blake

Formerly a Senior Operations Manager with BEA, and later on amalgamation, British Airways, taking early retirement in 1983. He had special worldwide responsibilities for Contingency and Emergency Planning, in which capacity he designed and operated the airline’s Accident Command Centre and jointly designed and operated their Emergency Procedures Information Centre (EPIC), to respond to public telephone enquiries after a major incident and provide liaison with the police and next-of-kin. During this period he was also Chairman of the IATA Operations Control Sub-Committee for 13 years.

After leaving the airline industry became a consultant in crisis management, currently with Blake Emergency Services, preparing emergency response procedures and training for management a
nd staff covering all aspects of emergency response including the handling many major aircraft incidents worldwide.

In 1992 he was involved in establishing the University of  Hertfordshire’s MSc course i
n Civil Emergency Management and became its Director from 2002 – 5.  He assisted in the formation of the Institute of Emergency Management and became its Chairman for its last 10 years before amalgamating to form the ICPEM.

Brigadier (Rtd) J (Jeff) Little, OBE MBA CGIA FICPEM

Jeff Little left the British Army in 2007 after 33 years service following a wide and diverse first career seeing service in Hong Kong, Germany, the Middle East, USA, Gibraltar and throughout the UK. During his service as a military logistician and planner, he was involved in a wide range of crisis management situations at national and local levels including OPERATION FRESCO - the fire fighters strike, the UK’s foot and mouth disease outbreak, the Gulf War of 1989/90 (OPERATION GRANBY), the Balkans War in 1995 including the siege of Sarajevo and the ensuing hostage situation, the massacre at Srebrenica and the planning for armed services involvement in a wide range of emergencies both at home and abroad.

On leaving the forces, he studied emergency planning and disaster management at Coventry University and gained a diploma. He is presently studying for a further degree in security studies. He is a member of the Worshipful Company of Security Professionals (WCoSP), the Security Institute (SyI) and has recently become a member of the SSM1 Committee for Societal Security.

He has a keen interest in the work and equipment of the emergency services at the tactical and strategic levels. His present appointment as Chief Executive Officer of the National Security Inspectorate (NSI), based in Maidenhead, involves a range of matters pertaining to the protection of the public from crime and fire related threats. He was awarded an OBE in 1997 and achieved the City and Guilds Institute Gold Award (CGIA) in technology. The army sponsored his MBA in 2002. He presently lives in Osmington, Dorset.

Les Chapman, BEng, MBA, CMarTech, FIMarEST, FICPEM, AFNI

Les is an internationally experienced marine professional and company director specialising in business developåment, operations, security and management consultancy. With more than 30 years experience in the maritime environment, he has spoken and written articles on a wide range of topics from business risk and contingency planning to government and agency policy on security and maritime matters. Based in London, Les is the Chief Operating Officer of RTI and is also directly responsible for the overall operation and management of the RTI European, Central & South American and Middle East businesses covering aviation, marine, rail, nuclear and other energy industries as well as security and risk management and safety management systems. RTI has entered into a joint venture with ConsultISM and formed a new company called Marine Accident & Risk Consultants (MARC) Ltd, which specialises in Marine Safety and Risk Management, and Les is the Managing Director of MARC. He is a Director of the London Shipping Law Centre – Maritime Business Forum as well as Somerset Consult (a construction project consultancy) and provides the Secretariat for the International Maritime Conciliation and Mediation (IMCAM) Panel and the Association of Average Adjusters (AAA) – all based in the London Office. Les is also the Chairman of the London Branch of the Nautical Institute and a Vice Chairman of the Institute of Civil Protection and Emergency Management.

Previously, he has been head of a maritime consultancy group for a leading Classification Society; Maritime Security Director for a leading international business risk consultancy; the Export Promoter for the UK Government for the ports and security industries; and the Marine Operations Manager for one of the most prestigious ports in the UK. Les is a former Canadian Forces and Royal Navy submariner who was responsible for the management of large numbers of personnel and £1 billion nuclear assets in four command appointments. He is a Fellow of the Institute of Marine Engineering, Science and Technology and the Institute of Civil Protection and Emergency Management, an Associate Fellow of the Nautical Institute, a Member of the Honourable Company of Master Mariners, The Worshipful Company of Arbitrators and The Worshipful Company of Shipwrights. Originally born and brought up in Canada, Les gained a Bachelors Degree in Chemical/Nuclear Engineering from The Royal Military College of Canada and has a MBA specialising in corporate financial metrics. He has lived and worked in the UK since 1980.

Malcolm Parker BSc (Hons) FICPEM
 
Malcolm served 22 years in the Royal Military Police Special Investigation Branch, retiring from the Army in 2003 as a Warrant Officer Class 1.  During his career he served in Germany, Northern Ireland and mainland UK. In a varied career, he was attached to the Royal Ulster Constabulary as a Scene of Crime Officer in Londonderry between 1989 – 1990, and also managed the British Forces Germany Child Protection Team between 1997 - 2001. He served in Bosnia as part of the United Nations Protection Force in 1994 and in 2002 he served as the Regimental Sergeant Major of a Multi-National Military Police Company in Kosovo. He also undertook investigations in Kenya, Gibraltar and Norway.
 
Whilst in the Royal Military Police he undertook the Family Liaison Officer, HOLMES Office Manager course and the Management of Serious Crime course with West Yorkshire Police.
 
Prior to leaving the Army he completed a BSc (Hons) degree in Social Policy.
 
Between 2003 – 2008, he was the Emergency Planning Officer for the States of Guernsey and as well as completing a number of courses at the Emergency Planning College, Easingwold, he also completed his PG Diploma in Emergency Planning Management with Leicester University. 
 
 
In 2009, he assumed his current appointment as the Head of Emergency Planning & Business Continuity with Birmingham Community Healthcare NHS Trust, the largest Community Trust in England with over 6000 staff. He was responsible for managing the Swine Flu response in south Birmingham in 2009/2010 and represents the NHS on a number of multi-agency groups in Birmingham.

Stephen Elliott-Hunter FRSA MInstLM MEPS FICPEM

Always questioning the status quo, he has been considered an unconventional thinker & problem-solver, but earned these through lateral thinking & nearly limitless enthusiasm where others wane.

An RAF pilot at seventeen, he flew Hunters in a short but exciting career, reinforcing a taste for decision-making and responsibility.

He was quickly established as a creative resource and problem-solver on joining the police in the late seventies, and after five years in Community Safety, (inc. drugs, media, crime prevention & community engagement), moved into Incident Management Command and Control, developing a reputation for confidence, leadership and command skills. Retiring mid-2005, he became a local authority Emergency Planning Manager.

Self-employed since late 2006, he provides Enterprise Resilience consultancy and has a keen interest in community, communications, media issues and partnership working. Since 1998, he has also worked globally as freelance on-board camera engineer installing and managing mini-cameras for TV broadcast including; World Rally (WRC), Yachting and Aerobatic Championships (WAC), World and British Touring Car Championships (WTCC & BTCC),

Richard Cocks SBStJ MSc FRSPH FICPEM MEPS

Richard served in the London Ambulance Service for 33 years and the Health Protection Agency for 2 years. He was a founder member of the LAS Emergency Planning Unit. He attended events and major incidents in London either as Ambulance Silver or as the Ambulance Tactical Advisor. He was also a member of various safety groups including Wembley Stadium and Heathrow Airport.

Richard was a member of the planning team and directing staff for Exercise Osiris 2 (CBRN - Bank Underground) and Exercise Atlantic Blue (CBRN – involving UK, USA & Canada). He was a visiting lecturer at the National Police Staff College, Emergency Planning College, Metropolitan Police College, National Police CBRN Training School, British Transport Police Training School and the University of Hertfordshire.
 
He was a member of LESLP and was chair of the Quarantine and Police Powers Sub Group. He was part of the LESLP team sent to New York and Washington post 9/11 to identify lessons learnt that might benefit London.

He held the post of Executive Medical Manager at the Royal International Air Tattoo.

Professor David Alexander

David Alexander is Professor of Risk and Disaster Reduction at University College London. His books include "Natural Disasters", "Confronting Catastrophe" and "Principles of Emergency Planning and Management". He is Editor-in-Chief of the International Journal of Disaster Risk Reduction, Co-Editor of Disasters journal, and is a Founding Fellow of the Institute of Civil Protection and Emergency Management. David Alexander teaches emergency planning and management and has research interests in this field, and in earthquake disaster analysis. He is Visiting Professor at the Universities of Bournemouth and Northumbria in the UK and Lund in Sweden. He is also affiliated with the Global Risk Forum in Davos, Switzerland

Roger Gomm QPM FCMI FInstLM FICPEM

Roger retired from the Metropolitan Police Service having successfully completed a thirty-four year in 2012. He is now self employed using his knowledge, training, and experience as advisor, consultant and trainer in leadership, crises management and corporate resilience.

He has a unique background in operational command having been pivotal in all major events in London for the past since 1998. He led the Casualty Bureau team in New York after the 9/11 terrorist attack, negotiated two-way flow of information on UK casualties enabling the UK Government to support bereaved families. In July 2005, he managed the police response to the London bombings of ‘7/7’, where he used his in-depth knowledge to excellent effect. More recently he initiated the initial response to and later reviewed the London Riots of August 2011 to identify learning. He has developed command centre processes and training programmes to prepare individuals and teams to command major events, including the 2012 London Olympics. He was the Chair of the Command & Control Working Group, London Local Resilience Forum (LLRF) from 2002 to 2012. His professional and personal commitment was recognised by Her Majesty in 2007 when he was awarded the Queens Police Medal for distinguished Service.

Currently, he is an Associate Lecturer with the Police College, Cabinet Office Emergency Planning College and several Universities, and he is involved with several business projects.
