John Handling, CMgr MCMI MICPEM MEPS
John joined the Army at the age of sixteen in 1980. He has served all over the world including operations in Northern Ireland, Bosnia, Kosovo, Kuwait and Iraq where he had first hand experience of leadership in demanding environments.
His last 10 years of military service were spent integrating military training and defence practices into REME units so that they could continue to provide the service expected of them whilst at the same time respond as a military unit if required (similar to emergency planning in a local authority).
John moved to Dundee in 2004 on completion of his army service. He was appointed in the role of Emergency Planning Officer with Dundee City Council in 2006 following a short sabbatical and a brief period working for the British Red Cross. He has since been instrumental in developing and implementing a strategy for integrated emergency management, leads on a number of local projects and represents Local Authorities in Scotland on the Scottish Governments 'Preparing Scotland' Review Group.
A great believer in continuous professional development, John was awarded Chartered Manager status with the Chartered Management Institute in May 2009. He believes that leaders and managers, (whether they consider themselves to be natural born leaders or not) must continually strive to develop effective, responsible, ethical and sustainable attitudes, skills and behaviours if they want to achieve and maintain the confidence of their workforce and the people they serve. If they are mediocre under normal circumstances, how can they expect to take the lead in a crisis?

Alan Elwood
Alan is the Director of Business Continuity Management Services for Emergency Planning Solutions Ltd and an Associate Course Director for the UK Cabinet Office Emergency Planning College. As well as belonging to ICPEM he holds Membership of the Business Continuity Institute and Emergency Planning Society. He is active in the BSI committee developing Testing and Exercising guidance as well as a member of the Council for Administration (CfA) working group for National Occupational Standards (NOS) in Business Continuity Management.
Previously a leader in a resilience-focused organisation, Alan completed a Masters Degree in Defence Management, with Cranfield University in 2008. He holds an Honours Degree in Electronic Systems Engineering. He is a qualified PRINCE2 project management practitioner and is IOSH trained.
Alan is also a member of the Coordinating Committee responsible for the design and delivery of the Resilience Programme (leading to the MSc in Executive Leadership) at the University of Ulster.

Ian Murphy, CMIOSH MIIRSM MICPEM EMFR/CFR, N. Cert SHW, N. Cert GTT, N. Dip SHWW, MSc RCDM.
Ian owns and operates National Health and Safety (a Consultancy Business in the Republic of Ireland, specialising in Occupational Safety and Health and Civil Protection and Emergency Management).
Ian has held Memberships at the Institution of Occupational Safety and Health, the International Institute of Risk and Safety Management, the Institute of Civil Defence and Disaster Studies and is a Founding Member of the Institute of Civil Protection and Emergency Management.
Ian is actively involved with the Portumna Branch of the Irish Red Cross in County Galway as an Emergency Medical First Responder/Cardiac First Responder, Ambulance Driver, and Instructor. Ian is also involved at Committee level as the branches Occupational Safety and Health Advisor, Public Relations Officer, Civil Protection and Emergency Management Officer in addition to a number of other roles. Ian is a Member of the National Major Emergency Planning Working Group with the Irish Red Cross and holds a National Certificate in Safety and Health at Work from University College Dublin, National Certificate in Group Training Techniques, a National Diploma in Safety, Health and Welfare at Work from the University of Limerick (1st Class Honours) and a Masters Degree in Risk, Crisis and Disaster Management from the University of Leicester. Ian has assisted the Frontline Emergency Services on a number of occasions and received a Certificate of Commendation from the Irish Red Cross in 2007 for his attendance along with his crew members in response to the activation of the Republic of Ireland’s Major Emergency Plan following a Bus Crash in County Roscommon and recently a commendation following the successful stabilisation of a casualty on board a ferry from Dublin to Hollyhead following a Medical Emergency.

Don Norris,

Don is the Civil Contingencies Manager for Denbighshire and Flintshire County Councils. He is an Emergency Planning Adviser to the Local Government Association and the Welsh Local Government Association, and is a member of various Welsh Assembly Government Task Groups.
Don has been a manager in emergency planning for over 25 years, managing several major emergencies, the largest being the North Wales Coastal Floods 1990 and the Flintshire Floods 2000. Prior to his service in Local Government he was an analytical chemist and water treatment specialist for what is now known as United Utilities.
Don was made a Churchill Fellow in 1992 and has worked in America and across Europe on numerous civil protection projects. He was the first European to achieve the International Association of Emergency Managers Certified Emergency Manager award.
Don is married with two daughters and his hobbies include sports cars and classic car restoration, sailing and hill walking.
